For what kind of job, 12th passed students of BIPC stream with 49% marks, are eligible?

Railways is the biggest employer in India, next to Govt. sector jobs Railways jobs are much more secure, as said above that you have passed out Intermediate and wants to do job in Railways then for your information on base of SSLC / Intermediate you are eligible for applying to various posts.

TICKET COLLECTOR
LOCO PILOT
TTE
LOWER DIVISIONAL CLERK
ASSISTANT
Etc.

The syllabus pattern followed by the railways for the written exam is as follows :-

GENERAL AWARENESS
GENERAL ENGLISH
NUMERICAL APTITUDE
LOGICAL REASONING

Selection pattern followed is as follows :-

WRITTEN EXAM
INTERVIEW
MERIT

But, I advice you to go ahead for Graduation, because on base of Graduation you will be eligible for applying to various Civil Service as well as Executive Posts in Govt. as well as Railways sector.
